The purpose of the article is to analyze the regulation of the charters of pre-revolutionary public organizations by the state authorities of the Russian Empire. In the article, on specific examples of the approval of new charters of the Orel Medical Society and the Orel Veterinary Society, law enforcement practice in the field of permission and registration of amateur public organizations at the end of the 19th century is considered in the Russian Empire. As a result of the research, the author draws the conclusion that the approved statutes were a compromise between the founders of societies and the tsarist bureaucrats, who were trying with all their might to limit the competence of «private» societies.
