The purpose of the article is to identify the features of the secondary pedagogical education in
the RSFSR in the early 1920s in Orel province. The study is carried out in a specific historical context of the
development of the unified labor school and its fundamental principles: unity, nationality, accessibility, compul
soryness, etc. Particular attention is paid to the labor nature of the school, determined by the specifics of «agri
cultural and industrial labor».
The issue fits into the mainstream of the problem of comprehensive analysis and extrapolation to the pre
sent of the historical experience of transformations of the system of secondary vocational education, especially
at turning points in national history, one of which is the moment of formation of Soviet statehood in Russia.
Taking into account the specifics feature of a sovereign education system at the present stage, this problem is
of particular relevance.
General scientific and special historical research methods are used in the study. The goal of the methods is
to identify and classify the problems of the development of secondary pedagogical education at the regional
level. Thus, the structural and functional method helped to identify common problems of the unified labor
school. The goal of general scientific methods is to identify problems of a subjective nature that faced local
authorities of secondary vocational education and were considered during the early 1920s of national history.
Such special historical methods as historical-comparative and historical-systemic helped to make a conclusion
about the specifics of the measures taken by the governing bodies of public education and the leadership of
educational institutions of secondary pedagogical education in order to establish the educational process in the
field. Based on the materials of the Livensky Pedagogical College, the problems of organizational, educational,
methodological and economic nature, traditionally solved by local authorities of public education in the field of
secondary pedagogical education development, are considered.
The novelty comprises the study of the development of secondary pedagogical education at the local level
during one of the most intense and controversial periods of national history. The chronology of this period co
vers the final stage of the Civil War, then the transition from the policy of war communism to a new economic
policy. The result of overcoming problems in the education system is the fight against illiteracy.
As a result, the author emphasizes the positive fixing these problems, puts forward and substantiates the
thesis that this dynamic indicates the importance that was attached to secondary pedagogical education in the
early 1920s in the context of the centralization of vocational education.
