The main purpose of the article is to analyze the features of the structure of executive state bodies of special competence in a number of subjects of the Russian Federation. The shortcomings of the structure of these state authorities in the Orel region are identified, proposals are made to improve the activities of state executive bodies of special competence. The coronavirus pandemic has significantly affected the activities of government agencies. The article examines some of the decisions made by these bodies in the conditions of coronavirus infection. As a result, problematic aspects of the activities of executive state bodies of special competence in the Orel were identified. Today, there is a problem of personnel costs, and the need to unite some departments into a single state body of special competence has been identified.
