This article discusses the project of reforming the state system, developed by M.M. Speransky in 1809. In the course of the study, the reform of the legislative power and it’s grounds were particular emphasis, the role and structure of the legislative estate in legislative process, the system of the main normative legal acts of imperial Russia according to M. M. Speransky are analyzed, and progressive proposals on the organization of the legislative process developed by M. M. Speransky at the beginning of the XX century and the Russian legislative reality are compared. During the analysis of historical documents and the modern Russian legislative system, the article identifies the specificities of continuity in the field of legislative process and the organization of legislative power, as well as changes that inevitably affected legislative process and legislative power over time.
