The purpose of this article is to consider the features of the development and functioning of the lower house of parliament by comparing The State Duma of the modern and pre-revolutionary models. The foundations of parliamentarianism in Russia, laid in 1905, served as the basis for a whole system of interaction between state bodies, which partly operates to this day. Despite the fact that The State Duma existed in the Russian Empire for only 12 years, it was an important step towards the establishment of a constitutional monarchy, which ultimately did not come true
