Abstract

The article discusses the tasks, facing the Personnel Department of the Central Committee of the All-Union Communist Party of Bolsheviks during the Great Patriotic War to increase the combat effectiveness of the Armed Forces of the Soviet Union, and ways of it resolution. The main attention is paid to the activities of the «aviation» agency of this Department, created at the beginning of the war to inform the political leadership of the country in a timely manner about all the significant difficulties in providing, training and applying the red army Air force. Finally it is emphasised that the work of this Department at the specified time contributed to improving the quality of Soviet aviation management, optimizing its organizational structure, and increasing the effectiveness of combat applications.
