A meaningful analysis of the process of preparing and discussing the staff of the Palace Commandant's Office at the end of 1905 is presented. The relevance of the study due to the need for a comprehensive description of the development of the management system of state security units is explicitly proved. The possibility of using its results in the study of bureaucratic structures on a nationwide scale is stressed. The work is based on unpublished materials from the funds of the Russian State Historical Archive. The author notes that the need to develop the staff of the Palace Commandant's Office was due to including the staff of the Imperial Gard in the number of institutions subordinate to the Ministry of the Imperial Court. Much attention is given to the fact that joining the staff of the Palace Commandant's Office and the Ministry of the Imperial Court was a stumbling block. It should be noted that the development of the Imperial Gard as a separate bureaucratic institution was the main reason of that for a long time. The high official status and privileges of many employees did not correspond to the position of persons who held similar positions in institutions subordinate to the Ministry of the Imperial Court. Furthermore, the approval process, inevitably associated with a reduction in formal status and salary cuts, is revealed. The author draws conclusions that the dedication of the majority of employees of the Palace Commandant's Office prevented the outflow of qualified personnel and the weakening of the management system of the imperial guard.
