The creation and development of the Security Agency, subordinate to the palace commandant at the beginning of the 20th century

The purpose of the study is to characterize the circumstances of the creation and the first year of practical activity of the Security Agency, subordinate to the palace commandant. The authors focus on the problem of forming a new security unit in the absence of the necessary legal and organizational foundations, lack of effective experience in countering terrorists, and the unwillingness of ordinary employees to perform official duties subject to clear disciplinary requirements.
The work is based on a set of general, general scientific, general logical, and also special historical methods of scientific research. When analyzing regulatory legal acts, the authors used the formal-legal method.
The scientific novelty of the study lies in the fact that for the first time in Russian historical science, based on archival documents, the circumstances of the creation of the Security Agency, subordinate to the palace commandant, and its formation as a full-fledged unit of the imperial guard are considered. The main provisions and conclusions of the study form the basis for studying the evolution of the principles and methods of implementing the protection of Nicholas II and his family in the context of the events of the First Russian Revolution. In addition, the conclusions made in the article allow us to clarify the methods of counteracting political terror in Russia at the beginning of the 20th century.
The authors of the article conclude that due to the energy and resourcefulness of the first head of the Security Agency, subordinate to the palace commandant, Lieutenant Colonel A. I. Spiridovich, it was possible to quickly neutralize the impact of negative factors, the main one of which was the weak discipline of the personnel. Through well-thought-out disciplinary practice, the head was able to get rid of obviously unsuitable subordinates and call the remaining ones to order. It was the introduction of military disciplinary requirements into the practice of working with employees of the non-militarized security unit that made it possible to quickly turn it into the best component of the imperial guard.
