Genesis and evolution of the notary institution in Russia

The purpose of the study is to identify and analyze historical patterns of the formation and development of the notary institution in Russia from its inception to the present day.
The methodology is based on the principles of historicism and a systems approach, which allow us to analyze the notary institution in dialectical unity with the evolution of the state and legal system of Russia. The historical and genetic method is used to reconstruct the stage-by-stage development of the institution, comparative legal analysis is used to identify continuity and transformations, and the formal legal method is used to study the regulatory framework.
The key problematic of the study lies in the contradiction between the significant historical role of the notary in ensuring legal stability and the insufficient study of the mechanisms of its adaptation to changing socio-economic conditions. The issues of the criteria for periodization of the institution's evolution, the determinants of the transformation of its competencies and the factors that influenced the change in the legal status of notaries require resolution. The problem of the relationship between continuity and borrowing in the development of the domestic notary system deserves special attention.
The study demonstrates that the notary institution in Russia has come a long way from private legal forms of performing acts to a full-fledged state and public institution. The determining dependence of the evolution of the notary on the transformation of the political and legal regime and the economic needs of society has been established. A characteristic cyclical nature of development has been revealed, combining periods of centralization and liberalization of notarial activity. The modern model of the notary is a synthesis of historical experience and international standards, ensuring a balance of private and public interests in the legal field.
