Monetary policy of the State Bank of the Russian Empire during the First World War

The purpose of the study is to analyze the monetary policy of the State Bank of the Russian Empire during the First World War, when economic and political conditions required new financial approaches. The author examines the main areas of the bank's activities, such as issuing banknotes, attracting internal loans and interacting with commercial banks. Particular attention is paid to the genesis of credit policy in relation to money emission, as well as the inflationary consequences on the economy of the empire. The research methodology is based on a comprehensive approach, including historical and economic analysis, methods of a systemic approach and institutional analysis. The author relies on a wide range of primary sources, including legislative acts, materials of doctrinal science and statistical data of that time. A comparative method is also used to analyze the experience of other countries in a similar period, which allows us to identify the specifics of the Russian financial system and assess the successes and problems faced by the Russian Empire during the First World War. The scientific novelty of the study lies in the comprehensive consideration of the institution of banking not only as a key financial instrument for regulating economic relations, but also as a guarantor of the stability of the entire political system of the Russian Empire during the First World War. This article also examined and systematized the materials of the scientific doctrine regarding the period under consideration, which allowed us to most fully study and identify the genesis of the above phenomenon.
The author comes to the conclusion that the policy of active foreign loans in order to support the national economy, as well as currency speculations of the State Bank of the Russian Empire, led to an increase in inflation, which affected not only the confidence of foreign creditors, but also the real sector of the economy.
