Implementation of the Instructions of the Central Government during the Period of Collectivization in the Sukhinichi District of the Western Region of the RSFSR in 1929-1930

The purpose of the study is to identify specific mechanisms and consequences of the implementation of the directives of the central government during the collectivization of agriculture in the Sukhinichi district of the Western region of the RSFSR in 1929-1930. The authors aim to trace how common attitudes have transformed on the ground and what determined the end result of this policy.
Problem. The article examines the contradictions between the rigid and often overstated plans of the center and the real possibilities of their implementation at the grassroots level. The question is raised about how the shortage of competent personnel, administrative pressure and ideological zeal gave rise to arbitrariness and violence, distorting the very essence of the proposed transformations.
Methodology. The work is based on a micro-historical approach. The method of comparative analysis along the chain "center – district – region – village" is used. The method of critical analysis of departmental reporting allows to separate the declared indicators from the actual practice. The quantitative analysis method is used to process data on the rates of collectivization and dispossession.
Novelty. The importance of the study is seen in a detailed examination of the transformation of collectivization policy using the example of one administrative district. Attention is paid not only to the facts of abuse of power, but also to such aspects as the personnel problem, the role of twenty-five thousand people and the results of the party purge, which formed local specifics.
Research perspectives. Further research is related to the possibility of a comparative analysis of the experience of the Sukhinichi district and other regions of the Western region and the country as a whole during the study period. It seems that such micro-historical research allows to better understand the nature and mechanisms of the functioning of the administrative system during one of the most dramatic periods of Soviet history.
Results. The instructions of the center, duplicated by the district authorities, were significantly distorted in practice. It is shown that the desire for accelerated pace and over-fulfillment of plans at any cost led to excesses, especially during the dispossession. The authors conclude that the key obstacles were not only excessive zeal, but also personnel incompetence on the ground, as well as unwillingness to take into account the real state of affairs. Even measures such as sending workers of twenty-five thousand often had no effect due to the poor organization of their work and lack of preparation.
