The Development of Liberal Parties in Tula Province and Their Activities Within Political Space in 1905-1907

The purpose of the study is to analyze the position of
liberal-minded individuals in Tula Governorate and to examine the activities of liberal parties during their formative organizational period from 1905 to 1907 The research draws on archival data that have not been previously introduced into academic discourse, as well as re-actualized information regarding the relationships between the local gendarme corps, the provincial administration, and the liberal public. The key figures of the provincial political establishment under consideration include such famous personalities as G.E. Lvov, N.V. Chekhov, M.V. Golitsyn, V.A. Bobrinsky, L.N. Tolstoy.
Problem. The research problem lies in the insufficient study of the role and specifics of the activities of regional party cells of the liberal parties of the Russian Empire, particularly within the boundaries of Tula Governorate, in the context of their influence on the political struggle of 1905–1907 and the formation of liberalism as a political movement.
Methodology. The research draws on a comparative analysis of newly introduced archival sources. The author examines the regional political situation through the prism of the election campaigns and parliamentary activities of the new political forces in 1905-1907.
Novelty. An assessment of the situation of the Tula Octobrists and Cadets on a nationwide scale is given on a documentary scientific basis for the first time. Previously unpublished data on the dependence of the effectiveness of liberal structures on the accompanying circumstances of the political situation in the country is introduced into scientific circulation.
Results. The author identifies the regional political specificity of the position of liberal forces in Tula province in 1905-1907. It is shown that the effectiveness of their activities depended directly on the political situation in the country. The article describes the environment in which local branches of the liberal parties conducted their activities during the organizational formation and election campaigns in the First and Second State Duma.
Discussion. The results obtained make it possible to expand the understanding of the liberal movement regional specifics in the Central Russia. It gives an opportunity for a comparative analysis of the liberal parties’ position in other provinces of the Russian Empire during the period under study.
