The purpose of the article is to identify the features of the formation of ideas about the «gold standard» in the banking system of the Russian Empire. The study analyzes the process of introducing gold monometallism in Russia. Particular attention is paid to the preparatory steps taken by the Russian authorities, including the work carried out under the leadership of S. Yu. Witte, aimed at creating a basis for the introduction of the gold ruble and stabilization of the financial system.
The problematic of the article lies in the fact that the transition to the gold standard is a controversial subject in science. The main reason for the transition to the above-mentioned model was the inconvertibility of the credit ruble. Despite the fact that the ruble was a fully convertible currency – currency fluctuations hindered the active development of foreign trade.
The research methodology is based on a comprehensive approach, including historical and economic analysis, methods of systems approach and institutional analysis.
The author relies on a wide range of research materials and monograph literature. A number of primary sources are used, including legislative acts.
The study provides a number of conclusions. The implementation of the gold standard in the economy of the Russian Empire at the end of the 19th century was the most important step in the process of modernizing the country and strengthening its position in the world market. The main results of the reform were the introduction of a credit ruble backed by gold, the transformation of the State Bank into the only emission center. Moreover, the reform contributed to a decrease in domestic public debt by one third. However, its implementation required attracting a significant amount of gold through external loans, which increased the debt of the tsarist government.
