Peer review

All scientific articles submitted to the editorial board of the journal "Journal of Public and Municipal Administration" must undergo a two-way "blind" review procedure. In this case, the authors of the
manuscripts do not know who the reviewers of their work are.
1 The review of articles is carried out by invited experts who are leading specialists in the field of
Russian and world history. The selection of a specific reviewer to evaluate the article is carried out by the
editor-in-chief, deputy editor-in-chief, scientific editor.
The period allotted for review varies from 2 to 4 weeks, but if necessary, the reviewer can request an
extension.
2 Each reviewer has the right to refuse to review if he has an obvious conflict of interest that may affect
his perception and interpretation of the contents of the manuscript. Based on the results of the
manuscript analysis, the reviewer provides recommendations on the further process of publishing the
article, and each of his decisions is accompanied by a justification:
• the article is recommended for publication in its current form;
• the article is recommended for publication after the deficiencies noted by the reviewer have been
corrected;
• the article requires additional review by another specialist;
• the article cannot be published in the journal.
3 If the review contains advice on correcting and revising the article, the editorial board of the journal
sends the text of the review to the author with a request to take these recommendations into account
when preparing a new version of the article or to justify why they may be rejected (in part or in full). The
process of revising the article should not exceed two months from the moment the notification of the
need to make changes is sent to the authors. After revision, the article is returned for re-review.
4 If the authors decide not to revise the materials, they must notify the editors of their refusal to publish
the article in writing or orally. If within 3 months from the moment the review is sent, the authors do not
return the corrected version of the article and do not provide information about their refusal to revise,
the editors remove the article from the register. In such cases, the authors are notified that their
manuscript has been excluded from registration due to the expiration of the period allotted for making
edits.
5 If irresolvable disagreements arise between the author and the reviewers regarding the manuscript,
the editorial board has the right to send the manuscript for additional review. In cases of conflict, the
editor-in-chief makes a decision on further actions during a meeting of the editorial board.
6 After a decision has been made on the possibility of publishing the article, the editors notify the
author of this and inform him of the date of publication of the article.
7 The original reviews are kept by the editorial board for 5 years and are provided to the Higher
Attestation Commission under the Ministry of Education and Science of Russia upon request.
The journal's policy regarding the transfer of reviews to the RSCI
The editorial board of the journal informs reviewers that since September 2019, it has been transferring
information about the reviewer and the texts of reviews (which are closed to all RSCI users, but open to
RSCI experts), completed reviews to Scientific Electronic Library LLC for their placement/accounting and
analysis along with the texts of articles on the eLIBRARY.RU platform.
Reviewers have the right to express their CONSENT/REFUSAL to the transfer of review texts; as well as to
the disclosure of their personal data and information about the completed review to external users of
the eLIBRARY.RU platform, using the appropriate forms.
When submitting new reviews to the journal since September 2019, reviewers are asked to send a
CONSENT or REFUSAL. signed and scanned.
